How to Complete a Pre-Task Plan in 5 Steps

The same five steps whether you fill it out on paper or let the generator do it

1
📝

Describe Today's Work

Record the project, work area, date, shift, supervisor, and crew members. Note the specific scope of work planned for today — not the general job description.

2
🧩

Break the Work Into Tasks

List the major steps the crew will perform in order. Keeping steps concrete (move materials, set ladder, install conduit) makes hazards easier to spot.

3
⚠️

Identify Hazards

Walk the work area and note the hazards for each task under today's actual conditions — weather, adjacent crews, equipment, energy sources, and anything that changed since yesterday.

4
🦺

Select Controls, PPE and Permits

Assign a control measure for every hazard, list the PPE required for the task, and confirm any permits needed — hot work, confined space, excavation, or energized work.

5
✍️

Review With the Crew and Sign Off

Hold a brief pre-task huddle, walk through the plan, answer questions, and have every crew member sign. Update the plan and re-brief if conditions change during the shift.

PTP vs JHA vs JSA — What's the Difference?

They're related documents, but they answer different questions at different times.

Pre-Task Plan (PTP)JHA / JSA
TimingCompleted before today's work, every shiftDeveloped once for a job, maintained as a reference
FocusCurrent site conditions — weather, crew, adjacent work, what changedInherent hazards of each step of a defined job
Crew review & sign-offYes — daily huddle and signaturesReviewed in training or when the job changes
Changes dailyYesRarely
Best used asField-level daily verificationMaster hazard reference for the job

Many contractors use both: the JHA as the master document, the PTP as the daily field check. Need the other half? Grab the free construction JHA / JSA template.

OSHA Requirements That Support Pre-Task Planning

OSHA doesn't require a document called a "pre-task plan" — but these standards require the planning a PTP documents

🦺
1910.132(d)

PPE Hazard Assessment

Employers must assess the workplace to determine if hazards are present that require PPE, and document that assessment. The PPE section of a PTP records exactly this for each task.

🗣️
1926.952

Job Briefings

Before electric power transmission and distribution work, the employer in charge must conduct a job briefing covering hazards, procedures, special precautions, energy-source controls, and PPE — the closest OSHA rule to a daily PTP huddle.

🔒
1910.147

Lockout/Tagout (LOTO)

Requires energy-control procedures before servicing machines and equipment. A PTP identifies which energy sources must be locked out before the task starts.

🕳️
1910.146

Confined Space Entry

Permit-required confined spaces demand pre-entry evaluation, atmospheric testing, and rescue planning — planning steps a PTP flags before anyone enters.

🏗️
1926 Subpart M

Fall Protection

Construction employers must provide fall protection at 6 feet. A PTP identifies fall hazards, the protection method, and anchor points before work at height begins.

⚗️
1910.1200

Hazard Communication

Workers must be informed of chemical hazards through labels, SDS sheets, and training. A PTP lists the chemicals in use for the task and their controls.

Applicable requirements depend on the work being performed. A pre-task plan is a practical way to document job-specific planning — it doesn't replace compliance with the standards that apply to your work.

When Should a PTP Be Updated?

Stop, update the plan, and re-brief the crew whenever:

  • Weather or site conditions change (wind, rain, heat, lightning)
  • A new task or work step is added to the day's scope
  • Crew members change or new workers join mid-shift
  • Different tools, equipment, or materials are brought in
  • Adjacent work starts that introduces new hazards
  • An incident or near-miss occurs
  • The crew moves to a new work area

Who Should Sign the Pre-Task Plan?

The supervisor or foreman leading the work completes the PTP together with the crew — the people doing the job are usually the first to spot the hazards.

  • Supervisor / foreman — prepares and reviews the plan
  • Every crew member — signs before starting work
  • Competent / qualified person — participates for high-hazard work like excavation, scaffolding, or energized electrical

Signatures document that everyone reviewed the hazards and controls before work began — the sign-off table is built into this template.
