Both terms describe the same pre-task hazard-identification process: break the job into steps, identify the hazards at each step, and document the controls. OSHA does not publish a mandatory JHA form, but 29 CFR 1926.20(b) requires construction employers to initiate and maintain accident-prevention programs — which means evaluating workplace hazards before work begins. OSHA's own job hazard analysis guidance (OSHA Publication 3071) recommends exactly the process this template documents: break the job into steps, identify the hazards, and record the controls.
