PPE Toolbox Talk for Choosing and Wearing Protection

A PPE toolbox talk helps employees understand which protective equipment a task needs and how to wear it correctly. The template covers hazard assessment, the limits of PPE, head and eye protection, gloves, footwear, fit, inspection, and replacement. Supervisors can build the session around the equipment actually issued to their team.

Why this talk matters

Covers PPE hazard assessments, selection criteria, proper use, maintenance, and employer/employee responsibilities.

Talking points

  1. Employers must perform a PPE Hazard Assessment for each work area β€” document in writing
  2. PPE is the LAST line of defense β€” always use engineering and administrative controls first (Hierarchy of Controls)
  3. Types: head (hard hats), eye/face (safety glasses, goggles, face shields), hand (gloves), foot (steel-toe boots), hearing (plugs, muffs), respiratory
  4. PPE must fit properly β€” ill-fitting PPE can create new hazards. Women-specific sizes should be available
  5. Hard hats: Type I (top impact) vs Type II (top + side). Replace after any significant impact or per manufacturer guidelines
  6. Eye protection must meet ANSI Z87.1 standard β€” look for the Z87 marking
  7. Employers must provide PPE at no cost to employees (except everyday footwear and prescription lenses in certain cases)
  8. Inspect PPE before each use β€” report and replace damaged equipment immediately

Key takeaways

  • PPE is your last line of defense, not your first
  • Ensure proper fit and inspect before every use
  • Your employer must provide required PPE at no cost to you

PPE toolbox talk: when to give it

Use this talk when introducing protective equipment, correcting poor fit, or reviewing damage found during routine checks. General industry employers must assess hazards and select protection under 29 CFR 1910.132(d), with training duties in 1910.132(f). The hazard assessment needs written certification; this discussion is not that certification. Federal OSHA does not prescribe toolbox talks. A short group reminder should support task-specific instruction and worker demonstration, not replace either the assessment or required training.

How to use this PPE toolbox talk

  1. Choose a real task and explain the hazards that remain after engineering and work-practice controls are applied.
  2. Show the selected protective equipment and have employees check sizing, adjustment, compatibility, and freedom of movement.
  3. Demonstrate damage that requires replacement, using manufacturer instructions to explain cleaning, storage, and service-life limits.
  4. Ask workers to demonstrate correct use, arrange further instruction where needed, and record the topic and participants.

PPE toolbox talk questions

Can workers choose any glove as long as they wear hand protection?

No single glove protects against every chemical, cut, heat source, or other hand hazard. Selection must reflect the task and exposure conditions. Check the hazard assessment and manufacturer information, including chemical compatibility when relevant. Let workers handle the selected glove during the talk so they can raise fit, dexterity, and practical use problems before starting work.

Does a PPE briefing qualify employees to wear respirators?

No. Respirator use has separate requirements under 29 CFR 1910.134, which may include a written program, medical evaluation, fit testing, and training. The details depend on the respirator and whether use is required or voluntary. This template mentions respiratory protection as a PPE category; that mention is not a substitute for the applicable respiratory protection arrangements.

Who pays for protective equipment required at work?

Under 29 CFR 1910.132(h), employers generally provide required PPE at no cost, subject to specific exceptions. Some non-specialty safety footwear and prescription safety eyewear may fall within those exceptions when permitted off the job. Explain your issue and replacement process clearly, and review the exact rule before telling an employee to purchase required protection.
